As a U.S. citizen you are required by Federal Law to file a tax return - even if you earn all of your money abroad, even if you have not recently visited the USA, and even if you hold citizenship in another country.

The IRS requires that you report any foreign bank accounts if the aggregate balance of all your accounts exceeds $10,000 at any time during the year.  Failure to file the Foreign Bank Account Report (FBAR) may result in a $10,000 penalty per account for each not filed.
